Program and Planning Officer (Full-Time)

Under limited supervision, plans, develops, and coordinates all activities and functions of assigned projects and initiatives to ensure programmatic goals and objectives are accomplished within prescribed time frames, funding parameters, and organizational priorities.
 
Plans, organizes, and conducts administration activities to support a system is responsive to mission needs and requirements, and ensures compliance with statutory and regulatory requirements. Researches, identifies workforce development programs, services, trends, and resources that ensure that the organization has the opportunity to use best practices and innovation to serve employers and job-seeking customer.

  • Researches and interprets relevant laws, regulations, policies, guidelines and standards of designated programs; evaluates programmatic activity ensuring compliance with specifications of programs.
  • Maintains current knowledge of applicable federal, state and local laws and regulations as well as industry best practices as they apply to programs administered by CSB. Keeps up-to-date on changing laws and program requirements as they apply to programs administered by CareerSource Brevard. Serves as expert resource for assigned legislation and/or assigned target group.
  • Develops expertise in all programs, services, funding streams impacting workforce services and demonstrates an understanding of the each can work together to achieve results.
  • Assesses and prioritizes program needs, sets specific goals and objectives for resource development to support program needs.  Utilizes needs assessments and brainstorms workable solutions to develop goals and objectives for grant and funding strategies.
  • For special grant programs, establishes budget with VP of Operations and in coordination with Finance Director. Monitors program expenditures in accordance with established budget.  Examines invoices for performance and deliverable requirements to ensure adherence to contract terms.
  • Ensures that all planning requirements are met including writing and revising long-range, comprehensive and short-range strategic plans as requested by funding sources or as determined as necessary by President and/or Vice Presidents. This includes preparing position papers, concept papers and other documents necessary to ensure that staff, board members and contractors understand and implement programs and services to meet grant requirements and customer needs.
  • Evaluates and provides recommendations regarding contractor(s) effectiveness and progress towards meeting customer needs and community goals.  Supports the compilation, analysis and presentation of reports and statistics related to contract performance.
  • Prepares periodic date-oriented analytical reports on program activities, progress, performance statistics or other special reports with accompanying recommendations for decision-making and to advise management or outside agencies.
  • As needed, coordinates the submission of reports and other required documents in support of current agreements with funding entities.  Ensures program and grant files are maintained in accordance with established procedures designed to provide an audit trail.
  • Produces charts, graphs and statistical information necessary to inform the public, board members and staff of performance of our organization's programs and services.
  • Provides or arranges for the provision of technical assistance to service providers, including interpretation of the contract, in order to implement program objectives, assist contractors in making changes, and implement new policy and program issues.
  • As needed, coordinates and hosts meetings with contractors to facilitate effective information exchange.
  • Coordinates and participates in special projects as needed or requested.
  • Conducts speeches, seminars, workshops and virtual events to disseminate information regarding programs.  May be asked to serve on relevant committees and boards within the community.
  • Attends educational training sessions and staff meetings to enhance skills and program development.  Some overnight travel required.
  • Analyzes statutory, regulatory, and policy issuances from major funding sources and recommends locally sensitive policy guidance in consultation with other departmental staff.  This includes full responsibility for writing, managing, controlling and distributing policies to contractors and staff.
  • Provides oversight to several required federal and state process including Regional Targeted Occupations List, Eligible Training Providers List, and Key Industries List.
  • Coordinates the collection of comments on consultation papers and other policy documents received from the state and other legislative authorities for dissemination as needed.
  • Prepares relevant materials and recommendations for presentation to Board, committees, key staff and community partners. Serves as staff support to CareerSource Brevard assigned committees.
  • Works with other staff to ensure appropriate desktop monitoring is conducted.    Reviews monitoring and performance reports, issues programmatic corrective action notifications and reviews plans from contractors for adequacy, and oversees follow-up to ensure corrective action is implemented.  Works with Finance Director on any financial issues for corrective action notifications and follow-up.
  • Oversees and ensures the effectiveness and responsiveness to all programmatic monitoring including corrective action plans, monitoring schedules, participation by contractors and board staff. 
  • Strives to customer satisfaction, including internal customers, participants and contracted customers.  Identifies opportunities and recommend actions for continuous improvement in all activities.
  • Local travel may be required.

Bachelor's degree in Public or Business Administration, Economics, Legal Studies, Political Science, Human Services or Social Work, or closely related field. Work experience may be used in lieu of required education.

  • Minimum of three years experience in non-profit or government administration, planning or contract/grant management. Workforce development experience preferred.
  • Experience and demonstrated ability to research and interpret and laws, contracts, administrative rules and policies. This includes the ability to present complex and detailed information, so it is useful and understandable to staff, board members, customers and citizens.
  • Must have communication skills and demonstrated ability to communicate with people from a variety of social, ethnic and cultural backgrounds.
  • Experience working with auditing and monitoring firms to include organizing staff, documents and case files necessary to ensure an effective review of programs and financial activities.
  • Experience and demonstrated ability to write briefs, reports, plans and corrective action plans.
  • Must have communication skills and demonstrated ability to draft narratives for grants and projects, and conduct presentations to a variety of audiences.
  • Must have experience in project management, planning, implementation and data systems used to monitor grant progress.
  • Experience with presenting, developing presentation materials/media for public meetings.  This will include training internal and partner staff.
  • Experience with MS Office programs, presentation and spreadsheet software. Ability to use other software for case management and customer service is preferred.
  • Must work in a fast-paced environment managing multiple priorities.

$45,000 - $55,000 annually, depending on experience

Workforce Recovery Training Program Coordinator (Full-Time – Term Limited)

  • Under limited supervision, plans, develops, and coordinates all activities and functions of assigned to the WRTP project and initiatives to ensure programmatic goals and objectives are accomplished within prescribed time frames, funding parameters, grant, and organizational priorities. Plans, organizes and conducts administration activities to ensure the WRTP grant is implemented and performance is achieved.
  • Reviews and interprets federal and state laws, rules, and guidance with the goal of serving the target population. Establishes a strategic plan to guide the operation of the programs and services. Serves as the organizational and community liaison to ensure that grant resources are maximized and with low to moderate-income neighborhoods and resident regarding program opportunities
  • Convene targeted construction businesses to facilitate the development of a sector strategy approach that provides talent pipeline solutions to industry partners and training leading to self-sufficient jobs for unemployed and/or underemployed workers.

  • Minimum of 3 years of experience in managing federal or state grant programs demonstrating attention to detail, adhering to grant reporting and contract requirements.
  • Experience with Workforce Development and Community Development Block Grant programs preferred.
  • Experience in project management, planning, implementation, and data systems used to monitor grant progress.
  • Experience reading and interpreting and laws, contracts, administrative rules/policies, and writing briefs, reports, and plans.
  • Experience and demonstrated ability to write briefs, reports, plans, and corrective action plans.
  • Knowledge of the construction industry, construction occupations, and construction training programs is preferred.
  • Experience with making presentations, developing presentation materials/media for public meetings.  This will include training internal and partner staff.  Experience in MS Office and other presentation software.
  • Must have the ability to work in a fast-paced environment managing multiple priorities.
  • May be required to pass Tier 1 Workforce Certification Exam within 1 year of the date of hire.
  • Must pass a drug test and a Level 1 FDLE Background Check. Level 2 check may be required in the future.
  • Must meeting staffing agency employment requirements.

This is a Full Time/Staffing Agency /Term Limited (Est. End Date - June 2023) position. Salary Range: $45,000 - $50,000. 

Staffing Agency may offer health insurance if eligible and the waiting period is satisfied.  There are no paid holidays for this position.
